A feed mechanism (37) repeatedly advances the sheet material, in first and second intervals, to advance successive outer ones of the segments through the discharge opening (48) and out of the housing (20). A sensor (38) repeatedly detects arrival of a leading edge of the advancing sheet material at a first position defining the end of the first interval and the beginning of the second interval, as the sheet material is repeatedly advanced towards the discharge opening (48). A control device (53) receives a signal from the sensor (38) indicating arrival of a leading edge at the first position, and for terminating the operation of the feed mechanism (37) when a leading edge of the sheet material has further advanced from the first position a predetermined amount, repeatedly to place the spaced tear lines at a second position that is variable within a space defined between the feed mechanism and the first position in relation to variations in the lengths of the segments, the second position defining the beginning of the first interval of advancement for a next adjacent segment, when it is in turn dispensed.

A dispenser (10, 200) for cutting and feeding a web (W) of flexible sheet material is described in which a feed roller (30, 212) carries a web cutting blade (40, 226) and a spring (104, 290) connected to an eccentric crank (102, 288) affixed to the feed roller (30, 212). While initial movement of the web (W) through the mechanism and actuation of the cutter (40, 226) to effect partial separation of the web material (W) is produced by the user's pull on the web (W), such pull also loads the spring (104, 290) which, upon unloading, delivers the cut web material from the dispenser (10, 200). The spring (104, 290), following arresting rotation of the feed roll (30, 212) and exhaust of stored energy, operates, upon continued pulling of the web (W), to impart gradually increasing stress on the uncut web segments until they break, whereupon the uncut segments of web material (W) are efficaciously severed and the leading end (WE) of the succeeding web material is automatically positioned where it can be readily grasped by a subsequent user.
