An indicator wheel (122) indicates the number of times the first door has been opened after the second door has been sealed in its closed position. First locking means (160, 172) cooperating with the indicator wheel (122) lock the first door (16) in a closed position after it has been opened a predetermined number of times, and the indicator wheel (122) must be reset before the first door can again be opened. Second locking means (200, 206, 208) are provided for preventing the indicating means being reset without detection, since it is necessary to break the seal for the second door and move the second locking means partially out of the container housing via this door before the indicator wheel (122) can be reset.

The zinc air cell requires a supply of oxygen for activation of the cell. Normally when the secure housing is intact and unbreached, a pad (16) seals an aperture (15) for ingress of oxygen to the cell and the cell does not generate any electrical power. However if the secure housing is opened or otherwise breached the pad is displaced and oxygen enters the cell and electrical power is generated to power the latch circuit and thereby set the bi-stable latch circuit to provide evidence of the breaching of the secure housing.

The device can include a receiving member, a conductive bolt member adapted to be snap-locked into the receiving member, and a plastic encapsulant which tethers the bolt member to the receiving member. The encapsulant can contain an electrically conductive medium, such as a wire, which runs from the receiving member to the second end of the bolt. A sensory circuit disposed within the receiving member can be configured to sense whether the circuit has been interrupted (e.g., if the bolt has been cut). In the event of an interruption, the circuit can record the present time and/or date in memory. An RFID transponder disposed within the encapsulant or the receiving member can then transmit the recorded date/time to an RFID interrogator if a dispute subsequently arises as to when the lock had been broken.
