Abstract: PROBLEM TO BE SOLVED: To obtain a water-soluble cutting oil capable of exhibiting excellent lubricity and cutting and cooling properties suitable for a semidry cutting method and further to provide a cutting method having excellent lubricity and cutting and cooling properties by spraying and coating (in a fog form or a misty form) a tool blade tip with a trace amount of the water-soluble cutting oil. SOLUTION: This water-soluble cutting oil composition is characterized as comprising 10-90 wt.% of an alkylene oxide block adduct type nonionic surfactant as a component (A) and 10-90 wt.% of a carboxylic acid salt as a component (B). Furthermore, the water-soluble cutting oil composition comprises 5-90 wt.% of the component (A), 5-90 wt.% of the component (B) and 5-50 wt.% of water as a component (C). The cutting method is characterized by supplying a stock solution of the composition in the fog form (the misty form) to a cutting site.
