SOLUTION: A developing device 1 includes: a developing tank 2 for storing developer; a Peltier device 9 for heating and cooling the inside of the developing tank 2; and a control section 17 that controls the Peltier device 9. When the amount of toner supplied to the developing tank 2 per unit time is smaller than a predetermined amount P1 and the temperature in the inside of the developing tank 2 is higher than a predetermined temperature T1 (Yes in S3), the control section 17 cools the inside of the developing tank 2 by the use of the Peltier device 9 (S4). SOLUTION: The carrier 100 includes a core particle 101 and a thermosetting silicone resin layer 102 formed of a thermosetting silicone resin on the surface of the core particle 101, wherein the thermosetting silicone resin layer 102 contains a charge controlling agent having positive charging properties and is formed by a thermosetting process at a temperature lower than the melting point of the charge controlling agent included in the resin layer.
