    Abstract: PROBLEM TO BE SOLVED: To provide a manufacturing method for a carbon fiber composite material in which a carbon nanofiber is uniformly dispersed. SOLUTION: The manufacturing method for the carbon fiber composite material includes a first process, a second process and a third process. In the first process, a first mixture 32b is obtained by mixing a paraffin oil 50 and the carbon nanofiber 40 having a mean diameter of 0.5-500 nm. In the second process, a second mixture 34b is obtained by mixing ethylene-propylene rubber 30 and the first mixture 32b. In the third process, the carbon fiber composite material 36 dispersed by the carbon nanofiber is obtained by tightly milling the second mixture 34b at a roll distance of 0.5 mm or less with an open roll 2 of 0-50°C.     Abstract: PROBLEM TO BE SOLVED: To provide a manufacturing method for a carbon fiber composite material in which a carbon nanofiber is uniformly dispersed.SOLUTION: The manufacturing method for the carbon fiber composite material includes a first process, a second process and a third process. In the first process, a first mixture 32b is obtained by mixing a paraffin oil 50 and the carbon nanofiber 40 having a mean diameter of 0.5-500 nm. In the second process, a second mixture 34b is obtained by mixing ethylene-propylene rubber 30 and the first mixture 32b. In the third process, the carbon fiber composite material 36 dispersed by the carbon nanofiber is obtained by tightly milling the second mixture 34b at a roll distance of 0.5 mm or less with an open roll 2 of 0-50°C.

Since the carbon material comprising at least one of graphene and carbon nanotubes has effect to shield radiation R, the radiation dose from the soil 1 can be attenuated by spraying the particulate radiation-attenuating member 50a to the soil 1.
