A strengthening composite electrolyte membrane for fuel cell or redox battery is that the electrolyte for fuel cell is impregnated inside the pore of 'the porous polymeric base material containing the hydrogen ion conductive material'. A formation method of the inorganic particles comprises the following steps: forming a dispersed solution by dispersing a plurality of inorganic particles in solvent; adding monomer, oligomer, or polymer into the dispersed solution; adding sugar to the dispersed solution; and forming the dispersed film around each inorganic particle by using the sugar, monomer, oligomer, or polymer.
