The PE vinyl layer is formed by hardening the ground(1) and spreading a PE vinyl. A sand layer(34) is formed by spreading coarse sand on the PE vinyl layer. The gravel layer is formed by spreading gravel on the sand layer. The first filter mat layer is formed on the gravel layer by installing a filter mat. The compound aggregate layer is formed by spreading compound aggregate on the first filter mat layer. The second elastic layer is formed by spreading rubber chips on the compound aggregate layer. The third filter mat layer is formed on the second elastic layer by installing a filter mat. The first elastic layer is formed on the third filter mat layer by spreading thermoplastic elastic bodies.
