PURPOSE: A binder composition for concrete is provided to include an ash mixture with bottom ash and fly ash, blast furnace slag micropowder, and Portland cement, thereby having excellent chemical resistance, salt resistance, and durability. CONSTITUTION: A binder composition for concrete comprises: 10-30wt% of ash mixture which comprises 5-50wt% of bottom ash and 50-95wt% of fly ash; 30-50wt% of blast furnace slag micropowder; and 30-40wt% of Portland cement. The brain specific surface area of the ash mixture is 6,000-8,000cm^2/g. The ash mixture is manufactured by mechano-chemical treatment in a condition which physical energy of 50-150KJ/s per unit meter(m^3) is applied. The ash mixture is mechano-chemical treated by being pulverized using a mill for 30-120 minutes. Accumulated hydration heat after 3 days is 120-170J/g. PURPOSE: A water-soluble composition for strengthening and protecting a surface layer of concrete block, a manufacturing method of concrete block using the same and superficial layer strengthening method of the concrete block are provided to enhance penetrating properties, water resistance, chemical resistance, acid-resistance, durability, salt tolerance and strength. CONSTITUTION: A water-soluble composition for strengthening and protecting a surface layer of concrete block comprises polymer emulsion having hydrophilicity and hydrophobicity and lithium silicate sol. The polymer emulsion comprises 60-95 parts by weight of styrene acryl, 0.1-25 parts by weight of 2-hydroxy ethylacrylate, 0.1-15 parts by weight of 2-methoxycarbonyl-1-propene, 0.1-7 parts by weight of sodium persulfate, and 0.1-15 parts by weight of zinc ammonium chloride. A manufacturing method of the concrete block comprises the following steps: installing mortar, in which a water-soluble composition for superficial layer strengthening of the concrete block is mixed, to a mold; installing a composition, in which 5-40 wt% of white cement, 0.5-10 wt% of copper slag or coarse aggregate, 5-80 wt% of dolomite or fine aggregate, 0.01-5 wt% of inorganic pigment, 0.01-5 wt% of water-soluble composition, 0.1-10 wt% of water, and 0.1-10 wt% of a composition for strengthening and protecting of a superficial layer are mixed, on top of the mortar in 0.3-3cm thickness; molding the installed composition by vibrating and compressing the same; and spreading the surface of the molded product with the composition for strengthening and protecting of concrete block and drying the same.
