The lifeline-cum-safety net is used in a wide area such as a balcony by connecting a safety net and a safety net are connected to each other by coupling a binder to a connecting hook(24) formed to the horizontal net, and used as a lifeline when a worker perform the work out of the safety net by releasing the coupler or the connecting hook of the safety net from a binder of the lifeline and pushing laterally toward the wall, or, releasing the binder coupled to the connecting hook and separating the safety net and the safety net, pushing laterally and moving toward the wall, and then connecting a safety hook of a worker's safety jacket to the lifeline, thereby preventing an accidental fall of a worker from the balcony.
