Abstract: Estimating loading and potential available throughput a serving cell of a wireless user equipment (UE) device. Physical layer metrics of a channel on which the UE communicates with the serving cell may be measured. Cell utilization of the serving cell may be calculated based at least in part on the measured physical layer metrics. A maximum available throughput of the serving cell may be calculated based on the cell utilization.

Abstract: A user equipment (UE) may receive a downlink message from a non-terrestrial network (NTN) which may include one or more sets of terrestrial network (TN) cell reselection information. The one or more sets of TN cell reselection information may further include location information corresponding to one or more cells of the TN. The UE may determine its location and, in response to receiving the downlink message, compare its location to the location information corresponding to the one or more cells of the TN. The UE may then select, based on the comparison, a set of the one or more sets of TN cell reselection information and further perform a cell reselection procedure based on the selection.

Abstract: Techniques, described herein, include solutions for managing hybrid automatic repeat request (HARQ) processes and communications for non-terrestrial networks (NTNs) (e.g., a wireless communication network that includes a satellite network component). A user equipment (UE) may connect to an NTN and determine hybrid automatic repeat request (HARQ) capabilities regarding NTNs. The UE may also communicate a HARQ disablement message to the NTN and communicate with NTN without HARQ procedures. The HARQ disablement message may provide the HARQ disablement capabilities of the UE and/or be a request for the network to disable HARQ. The HARQ disablement message may include a radio resource control (RRC) reconfiguration message and may address HARQ disablement per logical channel identifier (LCID) or dedicated radio bearer (DRB).

Abstract: This disclosure relates to techniques for reducing latency in a high-propagation-delay wireless communication system. A base station may receive from user equipment device (UE) a random access initiation message, having a characteristic that is configured to indicate to the base station a requested size of a subsequent uplink grant to be provided by the base station for transmission of uplink data by the UE. For example, the characteristic may include a predetermined preamble included in the random access initiation message, such that a requested grant size is indicated by which preamble the UE selects from a plurality of possible preambles. As another example, the characteristic may include which RACH occasion is selected by the UE to transmit the random access initiation message. In response, the base station may allocate resources for use by the UE based on the characteristic.

Abstract: This disclosure relates to techniques for reducing latency in a high-propagation-delay wireless communication system. A user equipment device (UE) may transmit to abase station (BS) a first buffer status report (BSR) indicating an amount of uplink data buffered by the UE for transmission to the BS, and may subsequently transmit to the BS a first BSR update message indicating that an additional amount of uplink data has been buffered by the UE subsequent to transmission of the first BSR. The first BSR update message may be transmitted prior to expiration of a timer authorizing transmission of a second BSR following the first BSR. The UE may receive from the BS an uplink grant allocating resources for transmission of at least a portion of the uplink data buffered by the UE. The uplink grant may have a size based on the first BSR and the first BSR update message.

Abstract: Apparatuses, systems, and methods for PDCCH enhancements for group-based paging indications. A user equipment device may be configured to receive, from a network, an indication of a paging occasion via a PG-RNTI and/or via at least 6 bits of a DCI. A value of the PG-RNTI may be associated with the paging occasion as well as a set of UEs, including the UE. The UE may be configured to monitor the paging occasion based on the value of the PG-RNTI and receive, during the paging occasion, a paging indication via at least six bits of a DCI, where each bit of the at least six bits may indicate a paging indication for a particular set of UEs and the particular set of UEs may be a subset of the set of UEs. The UE may also be configured to, in response to determining that the UE has a paging message, decode a corresponding PDSCH.

Abstract: While in an inactive state, a user equipment (UE) device transmits a message to a base station. The message indicates the UE device's intent to perform transmission and/or reception of user data with the network during the inactive state. The message may include a portion of the user data and/or a buffer status report. The UE device receives a response message that induces a state transition in the UE device. Different state transitions (e.g., to idle, inactive, legacy inactive, connected) may be induced by different types of response message (e.g., release, release with suspend configuration, resume, setup). One particular type of response message causes the UE to stay in the inactive state and enables subsequent user data transmission/reception in the inactive state. The response message may implicitly (or explicitly) indicate that forwarding of the user data to a core network was successful.
