Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising a picture parameter set (PPS) in a PPS network abstraction layer (NAL) unit and a coded picture comprising a set of video coding layer (VCL) NAL units. A particular VCL NAL unit does not refer to the PPS NAL unit unless a value of a NAL unit header layer identifier (nuh_layer_id) of the PPS NAL unit is less than or equal to a value of a nuh_layer_id of the particular VCL NAL unit. The coded picture is decoded from the set of VCL NAL units based on the PPS in the PPS NAL unit to produce a decoded picture. The decoded picture is forwarded for display as part of a decoded video sequence.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising a current picture and a reference picture list syntax structure (ref_pic_list_struct( )) comprising a number of reference entries (num_ref_entries) constrained to a range of zero to a maximum decoded picture buffer size plus an offset. The current picture is decoded based on the ref_pic_list_struct( ) to produce a decoded picture. The decoded picture is forwarded for display as part of a decoded video sequence.

Abstract: A video coding mechanism is disclosed. The mechanism includes encoding a bitstream comprising a video parameter set (VPS) and one or more sublayers. A buffering period (BP) supplemental enhancement information (SEI) message comprising a BP maximum sublayers minus one (bp_max_sublayers_minus1) is also encoded into the bitstream. The bp_max_sublayers_minus1 is set to a value in a range of zero to a maximum number of sublayers indicated in the VPS. A hypothetical reference decoder (HRD) is initialized based on the BP SEI message. A set of bitstream conformance tests are performed on the sublayers. The bitstream is stored for communication toward a decoder.

A comprises: receiving, by a video decoder, a video bitstream comprising an SAO flag, wherein the SAO flag specifies that SAO information may be present or is not present in a PH or specifies that the SAO information may be present or is not present in slice headers; and decoding, by the video decoder using the SAO flag, a coded picture to obtain a decoded picture.

Abstract: A method of decoding is provided. The method includes receiving a sub-bitstream having a sequence parameter set (SPS) with a profile tier level (PTL) syntax structure for an output layer set (OLS) with only one layer; setting a number of layers in the OLS equal to one based on the OLS having the only one layer; obtaining the PTL syntax structure for the OLS with the only one layer from the SPS when the number of layers in the OLS has been set equal to one; and decoding a picture from the only one layer using the PTL syntax structure to obtain a decoded picture. A corresponding method of encoding is also provided.

Abstract: A video coding mechanism is disclosed. The mechanism includes encoding a bitstream comprising one or more layers. A scalable nesting supplemental enhancement information (SEI) message is encoded into the bitstream in a current SEI network abstraction layer (NAL) unit. The scalable nesting SEI message contains one or more scalable-nested SEI messages and one or more scalable nesting layer identifiers (Ids) that specify layer Id values of the layers to which the scalable-nested SEI messages apply except a layer Id value of the current SEI NAL unit. A set of bitstream conformance tests are performed on the layers based on the scalable-nested SEI messages. The bitstream is stored for communication toward a decoder.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising a gradual decoding refresh (GDR) picture, a recovery point picture following the GDR picture in decoding order, and a header associated with the GDR picture. The header includes a picture order count (POC) least significant bit (LSB) value coded prior to a recovery POC value. A POC for the GDR picture is determined based on the POC LSB value. The recovery POC value is determined based on the POC for the GDR picture. The recovery POC value indicates a POC for the recovery point picture. The bitstream is decoded according to GDR based on the GDR picture and the recovery point picture.

The coded image is associated with a picture parameter set (PPS) in the bitstream. The first slice is associated with a slice header in the bitstream. A list of identifiers (IDs) is parsed from the PPS. A first ID is parsed from the slice header of the first slice. The first ID matches one of the IDs in the list of IDs in the PPS. A list of tiles coded in the first slice is determined based on the first ID. The first slice is determined to generate a reconstructed sub-image of the coded image.
