Provided are a heat recovery apparatus recovering heat generated from a membrane electrode assembly (MEA) and transmitting the heat to a fuel spreader so that a temperature difference between the MEA and the fuel spreader inside a fuel cell is reduced, and a fuel cell having the heat recovery apparatus. The fuel spreader supplies fuel having a uniform concentration to the MEA through the heat recovery apparatus, so that a fuel cell having a reduced total volume, a stable performance, and increased energy efficiency can be provided.

An inundation prevention for electric power equipment, which has transformers or terminals with a casing and is located on a stand provided on the roadside or underground, using pneumatic pressure, includes an inundation detecting unit for determining whether or not the electric power equipment is inundated and a pressure generating unit for supplying compressed gas to the inside of a limited around the electric power equipment according to a determination result of the inundation detecting unit, so as to raise the pressure in the limited space.

An organic light emitting diode (OLED) display device and a method of fabricating the same capable of minimizing the number of process operations and a decrease in aperture ratio. The OLED display device includes a compensation circuit to compensate for a threshold voltage of a driving transistor. A pixel circuit of the OLED display device can be stably driven, can minimize a threshold voltage of a driving transistor using a minimized structure, and can increase an aperture ratio of the display device.

A fuel cell system having a back-up battery and a method of consuming residual fuel in the fuel cell system in which the fuel cell system includes a fuel cell, a system controller, a back-up battery, a converter, a fuel supply control, and a driver to drive the fuel supply control, and a charger disposed between the converter and a load. A power output end of the charger is directly connected to the back-up battery via a switch. The converter includes a first converter connected to the back-up battery and a second converter connected to the fuel cell, and the first and second converters are commonly connected to the charger.

A fuel cell system to rapidly increase the temperature of unit cells. The fuel cell system includes; a plurality of current generating unit cells; a load circuit to supply the current to a load; a short circuit to connect the cells to an electrically closed loop without passing through the load; a thermo sensor to measure the temperature of the cells, and a controller that controls the delivery of the current to the load circuit and the short circuit, according to the temperature measured by the thermo sensor. The fuel cell system can rapidly increase the temperature of the unit cells when the temperature of the unit cells is below an operating temperature, thereby reducing the time required for the fuel cell to generate a stable output voltage.

A fuel cell includes a fuel cell stack, a buffer, an actuator, and a control circuit. The control circuit controls the operation of the actuator according to a reference value of a reference volume of fuel disposed in the buffer. The fuel cell is operated by measuring a value corresponding to a volume of fuel disposed in the buffer, comparing the value with a reference value, and operating the actuator according to a result of the comparison.

A mobile broadcast system for delivering a notification event for generation of a notification message for information provisioning to a subscriber receiving a broadcast service is provided. The mobile broadcast system includes a first apparatus for managing subscriber information of the broadcast service, handling generation of at least one notification message according to at least one notification event, and generating a response message indicating generation end of the notification message; and a second apparatus for sending a notification event message for requesting generation of the notification message to the first apparatus according to the at least one notification event, receiving the response message in response thereto, and then handling delivery of the notification message over a broadcast channel or an interaction channel.

A method and apparatus is provided for transmitting information necessary for generation of a notification event for a mobile broadcast (BCAST) service in a wireless communication system. A request message is generated including notification event information and appropriate attributes indicating a change in the BCAST service, and is transmitted to a Notification Event Function (NTE) in a BCAST Service Application block, which generates a notification event, and transmits a response message indicating the generation result to the CC. The NTE transmits the notification event to a function in a BCAST Subscription Management block to generate a notification message indicating the notification event, to be transmitted to a terminal receiving the BCAST service.
Abstract:
A method and apparatus is provided for transmitting information necessary for the generation of a service guide for a mobile broadcast service in a broadcast system supporting the mobile broadcast service. A Content Creation (CC) block transmits a service guide request message including various sources necessary for the generation of a service guide to a Service Guide Application Source (SGAS). The SGAS transmits the service guide request message to a Service Guide Generation (SG-G) unit over a backend interface. The SG-G generates a service guide using various sources included in the service guide request message, and transmits a service guide generation completion message indicating completion of the generation of the service guide to the SGAS.
