Disclosed is a synchronisation method and apparatus. The method includes steps described below. A control plane (CP) entity determines content to be counted, an object and a reporting policy for performing a synchronisation operation, where the synchronisation operation includes at least one of: a working status synchronisation operation or a resource status synchronisation operation; and the CP entity sends a request for the synchronisation operation to a user plane (UP) entity, where the request carries configuration information about the content to be counted, the object and the reporting policy for the synchronisation operation. Further disclosed are a network element and a computer-readable storage medium.

The present invention discloses a method for determining cell selection and reselection parameters, a base station, a terminal and a system, and relates to the field of communication. The method for determining cell selection and reselection parameters includes: setting at least two sets of cell selection and reselection parameters according to a terminal capability parameter, and sending the at least two sets of cell selection and reselection parameters, wherein, one set of cell selection and reselection parameters, which matches with the terminal capability parameter of a terminal, of the at least two sets of cell selection and reselection parameters is used for cell selection and/or reselection of the terminal. The present invention further discloses a computer storage medium.

The method comprises receiving, from a wireless network node, a system information block of an anchor cell, wherein the system information block of the anchor cell comprises a radio resource configuration for at least one non-anchor cell; selecting the anchor cell or one of the at least one non-anchor cell based on the radio resource configuration; and performing a random access procedure in the selected cell.
