Abstract: A user equipment (UE) reports capabilities to a network. The UE receives a request from a network for radio access capabilities of the UE, determines one or more radio access capabilities related to a supported number of component carriers (CCs) for physical downlink control channel (PDCCH) monitoring by the UE, generates the message that includes the one or more radio access capabilities of the UE and transmits the message to the network.

Abstract: Embodiments include a user equipment (UE) and methods performed by the UE. The methods include receiving a measurement configuration request from a network, in response to the measurement configuration request, measuring a quality of one or more uplink (UL) carrier aggregation (CA) combinations, wherein each UL CA combination comprises a plurality of component carriers, generating a message that includes the quality of the one or more UL CA combinations and transmitting the message to the network. Abstract: An approach for wireless communications to support reduced capability New Radio (NR) with larger available control resource sets (CORESET) bandwidths. Examples include a frequency-hopping CORESET with a predefined hopping pattern configured by higher layers, such as RRC signaling or MAC Control Element (CE) on a per CORESET per UE or purely per UE basis. Frequency hopping patterns for CORESET transmissions include the use of PRBs for CORESETs that are mirrored with respect to the central frequency of active bandwidth part (BWP), and the use of a random parameter to step through the frequency pattern. The sub-band location of the physical downlink shared channel that is scheduled by the physical downlink control channel may be indicated using the DCI format, or may be based on a last slot for PDCCH transmission.

Abstract: Devices, systems and methods for implementing beam failure management techniques at a user equipment (UE). The UE receives a timing advance command (TAC) from a currently camped cell and initiates a time advance timer (TAT). When the TAT is running the UE is in a first operating state. The first operating state indicates that the UE is in time alignment with the cell. The UE identifies that the TAT has expired. When the TAT is not running the UE is in a second operating state. The second operating state indicates that the UE is not in time alignment with the cell. The UE implements one or more beam failure management techniques based on the UE operating in the second operating state.

Abstract: Some embodiments include an apparatus, method, and computer program product for using low layer protocols for inter-cell mobility management in a 5G wireless communications system. A serving 5G node B (gNB) can configure reports that a user equipment (UE) transmits to the serving gNB to make handover decisions. The serving gNB can configure a group of Transmission Configuration Indication (TCI) states (e.g., a group of beams) that correspond a physical cell, and the report includes layer 3 measurements corresponding to a neighboring or serving cell's TCI state. The report can be conveyed using lower layer protocols. The report can include layer 1 measurements conveyed using a layer 1 protocol and the serving gNB can perform filtering to generate corresponding layer 3 measurement results. Based on the reports, the serving gNB can perform a handover and synchronization using lower layer protocols, from one TCI state to another.
