The present invention relates to a wireless access system and provides methods and apparatuses for controlling and supporting dynamic cell on or off. In an embodiment of the present invention, a method for supporting on or off of a second cell at a first cell in a wireless access system includes receiving a cell on/off state indicator message indicating on or off of the second cell from the second cell, adjusting a handover offset of the second cell, taking into account interference caused by the on or off of the second cell, and transmitting handover offset information about the adjusted handover offset to at least one of the second cell and a first User Equipment (UE).

A method and apparatus for dynamic configuration of a maximum number of sidelink retransmissions for a data unit in a wireless communication system is provided. A first wireless device in sidelink receives, from a network, information related to a first retransmission number for a first logical channel and a second retransmission number for a second logical channel. The first wireless device determines a retransmission number of a data unit among the first retransmission number and the second retransmission number, and performs sidelink transmission of the data unit to a second wireless device based on the retransmission number of the data unit.

The present invention relates to a method of performing a random access (RA) procedure by a user equipment (UE) in a wireless communication system. Especially, the method includes the steps of transmitting a RA preamble to a network on a first bandwidth part (BWP); receiving a response message of the RA preamble from the network, wherein the response message includes a BWP switch indication indicating a second BWP and an uplink (UL) grant on the second BWP; and transmitting an uplink data or a connection request message to the network on the second BWP using the UL grant.

The present invention relates to a method of transmitting buffer status report (BSR) by a node in a wireless communication system. In particular, the method includes the steps of: transmitting, to a parent node, a first BSR with starting a timer before receiving data from a child node; triggering a second BSR based on receiving the data from the child node; and based on the data not being transmitted to the parent node until expiration of the timer, transmitting, to the parent node, a scheduling request (SR) for transmission of the second BSR, wherein, based on the data being transmitted to the parent node before the expiration of the timer, the timer is stopped and the second BSR is canceled.
