Embodiments of the present invention provide a wireless local area network WLAN measurement and reporting method, and a related device. The method includes: acquiring, by a user terminal, WLAN group information, where the WLAN group information indicates at least one WLAN group; determining, by the user terminal, whether at least one WLAN in the WLAN group satisfies WLAN measurement configuration information; and reporting, by the user terminal, a measurement result of the at least one WLAN in the WLAN group to a base station when the at least one WLAN in the WLAN group satisfies the WLAN measurement configuration information. Therefore, a signaling resource can be saved, thereby reducing signaling load caused by simultaneous reporting of a large quantity of WLAN measurement results.

The present invention provides an access control method, a base station, user equipment, and a mobility management entity, where the access control method includes: receiving, by the base station, a temporary identifier and a PLMN available indication that are of the UE and sent by the UE; receiving a service request message sent by the UE, and determining a serving MME of the UE according to a GMMEI in the temporary identifier of the UE; and sending the service request message and the PLMN available indication to the serving MME of the UE, so that the serving MME of the UE sends a redirection indication, and the UE registers with an HPLMN of the UE. Therefore, in a network sharing scenario, the UE can select the home PLMN of the UE as a serving PLMN of the UE as early as possible.

The present invention discloses a signaling tracing method, apparatus and system. In embodiments of the present invention, the signaling tracing configuration information sent by an OAM device carries a user equipment identifier, and therefore, even in a scenario that an access network and a core network are managed by different OAM devices, the OAM device of the access network can also initiate signaling-based signaling tracing configuration, so that a base station can initiate signaling tracing for the user equipment.

Embodiments of the present disclosure provide a method for accessing an inter-RAT cell and a related device, and the method includes: sending, by a base station, a first message to a terminal, where the first message is used to instruct the terminal to access an inter-RAT cell, and an LTE cell and the inter-RAT cell are different cells. Beneficial effects are as follows: The first message is sent to the terminal, so that the terminal directly accesses the inter-RAT cell without a need to access the base station. In this way, the terminal does not need to perform a handover procedure, thereby reducing a delay in an access process, effectively ensuring that the terminal can successfully access the inter-RAT cell, and effectively ensuring that a radio access technology new RAT service can be performed between the terminal and a base station of the inter-RAT cell.

This application provide example mobility management methods, access network control devices, and communications systems. One example method includes receiving, by an access network control device, a location area request message of user equipment (UE) through a first station, where the UE is located in a cell managed by the first station. The access network control device can configure at least one location area identity list for the UE based on the location area request message, where the location area identity list includes at least one location area identity, and the location area identity is used to identify a location area. The access network control device can then send the at least one location area identity list to the UE through the first station.

The present disclosure discloses a data transmission method, device, and system, and belongs to the field of communications technologies. The method includes: receiving a data packet sent by user equipment, where the data packet carries indication information used to instruct a base station to establish a specified data connection to the user equipment; generating a first key of the user equipment based on the indication information and a public key of the base station; and performing data transmission with the user equipment based on the first key of the user equipment. According to the data transmission method, the transmitted data can be encrypted and decrypted when there is no radio resource control connection between the base station and the user equipment, thereby improving data transmission security while ensuring data transmission efficiency.

Embodiments of the present invention provide a method for accessing a network by a UE, and an access device. The method includes: sending, by a source side access device, an access indication message to a UE, where the access indication message is used to instruct the UE to access a target side access device; or sending, by a source side access device, a first notification message to a target side access device, where the first notification message is used to instruct the target side access device to send, to a UE, access information used to instruct the UE to access the target side access device; and in a process in which the UE accesses the target side access device, maintains a connection between the UE and the source side access device, therefore, a service interruption is not caused.

The present invention relates to the field of mobile communications technologies, and in particular, to a resource allocation method, a service transmission method, and an apparatus, so as to resolve a technical problem of how to coordinately transmit, in a WLAN, a WLAN service and a to-be-offloaded service of a cellular network node. In embodiments of the present invention, resources separately allocated to an AP and the cellular network node are specified, and the AP and the cellular network node are separately notified of an allocation result. In this way, both the AP and the cellular network node transmit data on only the respective allocated WLAN resources, so as to avoid that the WLAN service and the to-be-offloaded service of the cellular network node contend for a channel.
