The first method is such that when visiting mobile node or mobile router wants to perform access router option based route optimization with some node, it will use its local care-of address as its care-of address. The second method is such that when visiting mobile node or mobile router decides to use hierarchical mobility management with some node, it will use regional care-of address as its care-of address.
