Abstract: Mechanism of relay UE discovery and relay UE selection and reselection for remote UE data transmission with a serving base station via relay UE is proposed. A method operable for relay UE selection and reselection of remote UE is provided. The UE considers additional criteria such as relay load other than purely radio signal quality (e.g., RSRP) criteria. The relay load can serve different purpose for relay UE and remote UE. The relay load can be the criteria for UE to become a relay UE or not. It can be the criteria for a remote UE to select another UE as its relay UE.

Abstract: A UE includes an application processor that generates application data to be transmitted to a base station. The UE also includes a modem that determines a downlink active time period. The modem or the application processor determines whether the application data is available before the downlink active time period. The modem or the application processor withholds the transmission of the application data to the base station until the downlink active time period. The modem transmits the application data to the base station during the downlink active time period.

Abstract: Apparatus and methods for unknown physical uplink control channel (PUCCH) secondary cell (SCell) activation are proposed. The network node may transmit a PUCCH SCell activation command for an unknown target PUCCH SCell to the UE. After receiving the PUCCH SCell activation command for the unknown target PUCCH SCell, the UE may transmit a layer 1 (L1) report or a layer 3 (L3) report for the unknown target PUCCH SCell to the network node before the unknown target PUCCH SCell is activated. The network node may obtain measurement information based on the L1 report or the L3 report before the unknown target PUCCH SCell is activated. Then, the network node may perform corresponding operations based on the L1 report or the L3 report before the unknown target PUCCH SCell is activated.

Abstract: Various solutions for data transmission enhancements with respect to user equipment (UE) and network apparatus in mobile communications are described. As a transmitter, a UE may determine whether specific information is comprised in a protocol data unit (PDU). The UE may mark the PDU in an event that the specific information is comprised in the PDU. The UE may further prioritize the marked PDU and deliver the marked PDU to a next protocol layer. As a receiver, a UE may receive a marked PDU comprising the specific information. The UE may deliver the marked PDU to a higher protocol layer out-of-order.

Abstract: Methods of segmentation and concatenation for new radio user plane are proposed. For high speed data traffic, all PDCP PDUs are segmented into fixed-length segments at RLC layer. The MAC layer can then concatenate these segments based on real time uplink grants. Under this mechanism, segmentation related header fields can be pre-computed since they are not dependent on the uplink grant process. For low data rate with small packet size traffic, a solution of PDCP layer concatenation is proposed to reduce protocol overhead. Multiple PDCP SDUs are concatenated into a single PDCP PDU. The level of PDCP concatenation is configured by the base station or implemented by the UE.
