A communication network (100) includes a two-way communication system (101) having a number of base stations (102-108) providing corresponding coverage areas (110-116) for one or more mobile terminals (148 and 150). In order to minimize congestion of the two-way communication system (101) a broadcast system (118) is included which allows for messages to be transmitted to the mobile terminals (148 and 150). Provision of such a broadcast system frees-up network resources that would otherwise be required to support the transmission of such messages. In one embodiment, the communication network (100) includes a number of information gathering devices such as traffic cameras (126-136) that collect information on traffic conditions within the communication network (100). By determining the location of the mobile terminals (148 and 150) and their intended journey routes, or based upon travel information previously provided to the network, the communication network (100) can transmit via the broadcast system (118) images of traffic conditions along one or more particular travel routes to the mobile terminals (148 and 150). The mobile terminals (148 and 150) include receiver sections for receiving both the messages transmitted by the two-way communication system (101) and the one-way broadcast system (118).

When in a first mode an external time epoch reference synchronized with system time is used to synchronize the base station to system time. Calibration terminals may be provided for measuring TDOAs at known locations. System processes and elements for applying data generated by calibration terminals are disclosed.

The method may be overlaid on top of existing wireless handsets using existing technologies. Hence, all the flexibility and configurability associated with data sessions offered by the existing solutions may remain intact with added features for the customer and the operator. In various exemplary embodiments, the method may use a network load measurement capability in the device and/or a network agent.

The dynamic assignment of channels for these nodes may be from existing spectrum bands for re-fanning, or from secondary spectrum such as TVWS. Both CA and SON procedures can be extended to enable CR and DSA techniques and improve spectrum utilization. These extensions enable dynamic allocation of fixed, non-legacy component carriers to different nodes within an operator's network, opportunistic use of white space within an operators own licensed bands; and, opportunistic allocation of available channels within TV white space (TVWS) or other dynamically available channels (perhaps in coordination with other operators).

Security in wireless communication networks that employ relay stations to facilitate communications between base stations and mobile stations is enhanced. In one embodiment, resource information provided to one or more relay stations from a base station or another relay station is encrypted prior to being delivered to the one or more relay stations. Only authorized relay stations are allocated an appropriate key necessary to decrypt the resource information. As such, only appropriate relay stations are able to access and use the resource information to effect communications directly or indirectly between the base stations and the mobile stations. In certain embodiments, the resource information is delivered between the various base and relay stations using either unicast or multicast delivery techniques.
