A latch device latches a fast forward button when the same is depressed. A sensor releases the latch device and thereby the fast forward button upon sensing a blank area on a magnetic tape. The latch device comprises a ferromagnetic lever which is pivotally connected to the fast forward button and is engageable with a magnet when the fast forward button is in the depressed position. The lever is configured to provide a mechanical advantage for holding the fast forward button in the depressed position. The magnet may be an electromagnet which is de-energized when the sensor senses the blank area on the tape. Alternatively, the magnet may be a permanent magnet and an electromagnet provided to neutralize the force of the permanent magnet on the lever when the electromagnet is energized.

The present invention is a rotary damper capable of reducing manufacturing cost, comprising: partition walls 3 that partition a space formed between a rotor 2 and a housing 1 for housing the rotor 2 to form fluid chambers filled with fluid; and vanes 4 provided in the fluid chamber, and is characterized by integrally forming the housing 1 and the partition walls 3 by press working. Therefore, according to the present invention, it is possible to reduce the weight of a product and to reduce manufacturing cost by a large amount as compared with a conventional casting method such as zinc die casting.

An apparatus which forms a discharge electric field in order to discharge an object. The apparatus includes an electrode member facing and separated by a preselected gap from the object, and a power source which applies a discharge voltage to the electrode member to thereby cause discharge to occur between the object and the electrode member. Further, the electrode member at the gap includes a material selected in association with the gap so that a functional relationship between the discharge voltage and a discharge current caused by the discharge voltage is a continuous function.
