The measurement unit (20) operates to perform, using a terminal measurement procedure for executing a first terminal measurement corresponding to radio access technology applied to the radio communication system (100), a second terminal measurement of a shared frequency shared by a plurality of radio systems including the radio communication system (100). This embodiment therefore contributes to simplification of a measurement function which should be supported by the radio terminal when the radio communication system uses a shared frequency (e.g., TVWS) shared by the plurality of radio systems.

A radio terminal (1) updates a preconfigured radio parameter (409, 814) stored in a memory (406, 810) coupled to the radio terminal (1). The preconfigured radio parameter (409, 814) is used by the radio terminal (1) to perform at least one of discovery and direct communication without the assistance of a Public Land Mobile Network (100). This contributes, for example, to flexible adaptation to conditions under which the ProSe communication without the assistance of a network is performed.

A method and a device for estimating a communication load, as well as a radio station and an upper-level apparatus in a radio communication system, are provided that can estimate a communication load in a target network with high accuracy by using received quality information. A communication load estimation function (1) for estimating a communication load in a network (NW) estimates the communication load in the network by using at least a first quality indicator (Q1), which is a quality measurement value including entire received power, and a second quality indicator (Q2), which is a quality measurement value including the signal-to-noise-and-interference ratio of a reference signal.
