摘要:
Cell broadcast protocols are utilized to distribute emergency alerts to mobile devices. Emergency alerts may be received from an emergency provider or governmental agency. Parameters of an emergency alert may be derived and mapped to parameters of a cell broadcast message, which may then be transmitted to mobile devices. The mobile devices may be configured to compared parameters of the cell broadcast message to a search list or exclusion list stored on the mobile device, and present the contents of the cell broadcast message to the user based on the comparison.

Concurrent text and voice communications can be maintained with an emergency call taker. An application executing on a mobile communications device in conjunction with a network gateway provide voice communication as well as an interactive Short Messaging System (SMS) session with a public safety answering point (PSAP). The gateway correlates and manages SMS messages with the PSAP and the mobile device. As such, a virtual session is generated over a traffic channel, that provides the advantages of a voice call as well as allowing text based communications.

An Extensible Markup Language (XML)-based protocol is utilized for communications between a Cellular Broadcast Entity (CBE) and a Cellular Broadcast Center (CBC) in a Commercial Mobile Alert System (CMAS) architecture. The CMAS architecture supports commercial mobile alerts, and the protocol provides a mechanism for Emergency Alert System (EAS) messages and related information to be communicated between the CBE and the CBC. In an example configuration, the protocol accommodates request messages from the CBE to the CBC and response messages from the CBC to the CBE. The request messages can provide an indication to initiate a message broadcast, update a previous message broadcast, or cancel a previous message broadcast. The response messages can provide an indication that the request message is valid, or an error message indicating that the request message is invalid.

A call to an emergency call center from a device is initiated utilizing a relay service. The device may send a non-voice message to the relay service. The relay service, upon receipt and analysis of the message, may initiate a call to the device. The device, upon receiving the call and determining that the call is from the relay service, may place the call on hold and initiate a call to an emergency call center. Subsequently, the device may establish a multi-party call between the device, the relay service, and the emergency call center. Further, the relay service may maintain multiple communications modes in order to conduct non-voice messages with the device and conduct voice communications with the emergency call center.

When a device, such as a cellular phone, enters into a region, usage information pertaining to usage of devices in the region is provided to the device. For example, restrictions pertaining to usage of cellular phones while driving can be provided. Usage information also can be provided upon request or in accordance with various factors, such as subscriber preferences, elapsed time since the last time usage information was sent to the device, elapsed time since usage regulations have been enacted or updated, and/or the frequency of which the device is in the region. A region can include a geographic region, a political boundary, a country, a state, a municipality, a county, a parish, a township, a building (e.g., school, library, movie theatre, court house, local, state, or federal government building), a public place (e.g., restaurant, bus, train, taxi), a zip code, a telephone area code, or the like.

An emergency alert gateway configured for receiving an emergency alert message wherein the alert message includes a text message and one of an audio message, a video message, an audio-video message and a multi-media message; storing an audio, video or multimedia portion of the alert message to form a first stored portion and for determining a subscriber base to receive the alert message. There is a database in communication with the alert gateway and an emergency alert server configured to broadcast the alert message to the subscriber base, and if the first stored portion of the alert message is not available, then broadcasting only the text message as the alert message.

An emergency alert system includes an emergency alert gateway configured for receiving an emergency alert message, for categorizing the emergency alert message, and for determining a subscriber base to receive the emergency alert message, a data base in communication with the emergency alert gateway; and an emergency alert server configured to distribute the emergency alert message to the subscriber base. A method of distributing emergency alert messages includes receiving an emergency alert message, determining whether the emergency alert message is one of at least three categories of alert messages, selecting a subscriber base based on the determining step and distributing the emergency alert message to the selected subscriber base.

Systems and methods for determining whether a mobile device is within a specified area and for providing information related to the mobile device are disclosed. A request may be received which inquires as to whether any mobile devices are within an alert area. The request may include a description of the alert area and other preferences or indications. The relevant devices may be determined, as well as related information such as user information. The relevant information may be provided to the requester by any effective means and in any effective format.
