    Abstract: A video encoder, a video decoder, and a corresponding method are provided. The method includes: parsing a bitstream to obtain an index, where the index indicates a target candidate motion vector group of a current coding block; determining the target candidate motion vector group in an affine candidate motion vector list based on the index, where the affine candidate motion vector list includes at least a first candidate motion vector group, the first candidate motion vector group is obtained based on a first group of control points of a first neighboring affine coding block, and the first group of control points is determined based on a CTU located relative to the current coding block, wherein the first neighboring affine coding block is located in the CTU; and predicting a predicted sample value of the current coding block based on the target candidate motion vector group.

In this application, encoding and decoding are collectively referred to as coding. A video coding method includes: determining a block split policy of a current picture block based on a size relationship between the width and the height of the current picture block; applying the block split policy to the current picture block to obtain a coding block; and reconstructing the obtained coding block to reconstruct the current picture block.

The method includes: parsing a bitstream to obtain first indication information; downsampling a first luma block by a first filter when a value of the first indication information is a first value or by using a second filter when a value of the first indication information is a second value, to obtain a second luma block; obtaining a plurality of chroma samples and a plurality of luma samples; obtaining linear model coefficients based on the plurality of chroma samples and the plurality of luma samples; and obtaining a prediction value of the current chroma block based on the second luma block and the linear model coefficients.

    Abstract: A video picture prediction method and apparatus are provided, to provide a manner of determining a maximum length of a candidate motion vector list corresponding to a subblock merge mode. The method comprises: parsing a first indicator from a bitstream; if the first indicator indicates that a candidate mode used to inter predict the to-be-processed block comprises an affine mode, parsing a second indicator from the bitstream, where the second indicator is used to indicate a maximum length of a first candidate motion vector list, and the first candidate motion vector list is constructed for the to-be-processed block, a subblock merge prediction mode is used for the to-be-processed block; and determining the maximum length of the first candidate motion vector list based on the second indicator.

    Abstract: An image prediction method and device are disclosed. The method includes: obtaining a first reference unit of an image unit, where respective predicted images are obtained for the image unit and the first reference unit by using a same affine model; obtaining motion information of basic motion compensation units at two or more preset positions in the first reference unit; and obtaining motion information of a basic motion compensation unit of the image unit according to the motion information. In this way, motion information of the first reference unit using a same affine motion prediction model is reused, and a more accurate motion vector of a current image unit is obtained, improving prediction accuracy and maintaining encoding and decoding complexity, thereby improving encoding and decoding performance.

    Abstract: The present disclosure discloses a video decoding method, including: parsing a received bitstream to obtain prediction information of a CU; obtaining a target transform mode of a residual TU; parsing the received bitstream to obtain transform coefficients of the residual TU; applying an inverse quantization to the transform coefficients of the residual TU to obtain dequantized coefficients; applying, based on the target transform mode, an inverse transform to the dequantized coefficients to obtain a residual block of the residual TU; obtaining a prediction block of the CU based on the prediction information; and obtaining a video block based on the residual block and the prediction block; and outputting a video sequence, the video sequence including a video frame that includes the video block.

    Abstract: A motion vector prediction method includes parsing a bitstream to obtain an index value of a candidate motion vector list and constructing the candidate motion vector list that includes. candidate motion vectors of K control points of a current block. The candidate motion vectors of K control points are obtained based on a 2N-parameter affine transform model used for a neighboring block of the current block, where N and K are integers greater than or equal to 2 and less than or equal to 4 with N not being equal to K. The method further includes determining, in the candidate motion vector list, target candidate motion vectors of the K control points based on the index value and obtaining a predicted motion vector of each subblock of the current block based on the target candidate motion vectors of the K control points.
