    Abstract: Sequence selection techniques for Non-Orthogonal Multiple Access (NOMA) are provided. A User Equipment (UE) sends a request to a base station, the request indicating that the UE is to conduct at least one uplink transmission. The UE receives, in response to the request, an indicator of an expected system load, a value of the indicator including a total number of sequences expected to be used at one time for uplink transmissions in the system. The UE detects that at least two different pairs of sequences in a configured set of sequences have different cross correlation values, the sequences in the set configured for scrambling uplink transmissions. The UE selects, in response to the detecting and based on the indicator, at least one sequence with an improved cross correlation with at least one other sequence the at least one sequence and the at least one other sequence to be used for scrambling uplink transmissions within the system.

    Abstract: Certain aspects of the present disclosure provide techniques for validation rules for message transmission occasions. In some cases, a user equipment (UE) may select a random access message transmission occasion for a preamble and a payload of a random access message, wherein the random access message transmission occasion comprises a preamble occasion and a payload occasion, select a preamble sequence for the preamble to transmit in the preamble occasion of the random access message transmission occasion of a two-step random access channel (RACH) procedure, select at least one resource unit (RU) for transmitting the payload in the payload occasion, validate the selected random access message transmission occasion based on one or more criteria, and transmit the preamble sequence and the payload in the selected message transmission occasion if the selected random access message transmission occasion is validated.

In some aspects, a user equipment (UE) may receive, from a base station, configuration information for a two-step random access procedure. The UE may determine a frequency hopping space for transmitting a payload of a two-step random access channel of the two-step random access procedure. The UE may encode the payload into one or more codewords. The UE may map the one or more codewords to a plurality of resource units of the frequency hopping space. The UE may transmit the one or more codewords to the base station on the plurality of resource units of the frequency hopping space. Numerous other aspects are provided.

    Abstract: This disclosure provides systems, methods and apparatus for assisting a user equipment (UE) with balancing quality of service (QoS) requirements (such as access latency or reliability requirements) and consumption of high priority network resources (such as for load balancing) when transmitting a random access message (RAM) in a two-step random access channel (RACH) procedure. As a result, the UE may be capable of satisfying QoS requirements for the RAM while reducing an impact of transmission of the RAM on other uplink transmissions. Furthermore, some techniques and apparatuses described herein assist a UE with prioritizing portions of the RAM in different UE operating modes, such as a dual connectivity mode, a carrier aggregation mode, or a supplemental uplink mode. Some techniques and apparatuses described herein employ cross-carrier scheduling, dynamic power sharing, or dynamic power control to achieve these and other performance improvements.

    Abstract: Methods and apparatuses for transmitting and detecting channel reservation preamble in a NR shared spectrum are described. An aspect may include determining whether a first reservation preamble of a first operator is received on a first time slot of multiple time slots of a downlink channel from a first network entity, and transmitting a second reservation preamble of the first operator on an uplink channel to the second network entity. Another aspect may include generating a first reservation preamble of a first operator based on at least one of a compressed representation in a signal space, a basis function of the signal space, or a CAZAC sequences; and transmitting, on a first timeslot of multiple time slots of a downlink channel, the first reservation preamble of the first operator to at least a UE. In another aspect, the SFN transmission of the first and second reservation preambles, and the low latency detection methods of the reservation preambles have been disclosed.

In some aspects, a user equipment may construct, for adjusted fractally enhanced kernel (FRANK) polar coding, encoding code for encoding data of an ultra-reliable low latency (URLLC) communication, wherein an information bit assignment to an information bit set associated with the encoding code is performed based at least in part on an adjusted dimensionality factor, wherein the encoding code is all-stage FRANK polar code or partial-stage FRANK polar code, and wherein the encoding code is constructed for code block shortening or code block puncturing. In some aspects, the user equipment may transmit the URLLC communication encoded using the encoding code based at least in part on the information bit assignment to the information bit set.
