Abstract: The present disclosure relates to method and apparatus for cell reselection in wireless communications. According to an embodiment of the present disclosure, a method performed by a wireless device in a wireless communication system comprises performing a cell reselection to a cell at a first time point during a time duration; receiving, from the cell, information comprising a first time range and a weight related to the first time range; determining a mobility counter based on the weight related to the first time range, wherein a time length between the first time point and a second time point at which a previous cell reselection is performed during the time duration is within the first time range; and determining a mobility state of the wireless device based on the mobility counter.

Abstract: In the present invention, a user equipment (UE) receives an UL grant that can be used while the UE is not in RRC_CONNECTED state. If the UE receives a message indicating to leave RRC_CONNECTED state, the UE starts a time alignment timer (I-TAT) when the UE leaves RRC_CONNECTED state. The UE transmits UL data using the UL grant if the UL data becomes available for transmission when the UE is not in RRC_CONNECTED state and if the I-TAT is running.

Abstract: A method and apparatus for performing an uplink (UL) transmission with pre-allocated beams in a wireless communication system is provided. A user equipment (UE) receives a connection release message from a network in a first state. The connection release message includes information on a pre-allocated UL resource for UL transmission with pre-allocated beams. The UE enters a second state from the first state, selects a cell, and performs the UL transmission to the cell in the second state via the pre-allocated beams based on the pre-configured UL resource for UL transmission when a data is available for transmission. The first state may be a radio resource control (RRC) connected state, and the second state may be an RRC inactive state and/or an RRC idle state.
