    Abstract: The present disclosure relates to implementing policy control. In one example communication system, a core network exposes a service policy to an application server, and the application server authorizes user equipment with the service policy. Before accessing a service provided by the application server, the user equipment pushes, to the core network, the service policy that needs to be used to access the application server. A core network device performs policy control such as charging, QoS, routing, gating control, or redirection on a service flow or a data packet between the user equipment and the application server according to the service policy pushed by the user equipment.

    Abstract: A method for establishing a tunnel between local gateways, and a gateway are disclosed. The method includes: determining, by an RGW, that UE is handed over from an S-LGW to a T-LGW, where before the UE is handed over, a packet of a local service of the UE is forwarded by the S-LGW between the UE and an application server of the local service, and the local service includes a same service that is deployed on the S-LGW and that is accessed by the UE before and after the UE is handed over; sending, by the RGW to the S-LGW and the T-LGW respectively, a first request message and a second request message to request to establish a tunnel, where the tunnel is used to transmit the packet of the local service between the S-LGW and the T-LGW; and establishing the tunnel between the S-LGW and the T-LGW.

    Abstract: The present invention relates to the field of mobile communications technologies, and in particular, to a gateway system, so as resolve a technical problem of a complex network structure caused due to that different network architectures need different gateways. The gateway system provided in the present invention separates a control plane from a forwarding plane. A gateway controller is configured to complete a control function, and may control respective generation of control information for data packets of multiple different protocol types. A gateway forwarding device is responsible for forwarding, and may be controlled by the gateway controller to receive and send data packets of various protocol types. In a multi-standard access architecture, only one or few such gateway systems may need to be accessed instead of accessing multiple different gateways, thereby simplifying a network topology structure, and facilitating network maintenance.
