A method of adapting resource allocation parameters to reach one or more quality targets with improved accuracy is proposed. New information measurements based on the so-called mutual information, preferably at block-level, are introduced. The MI-based information measurements of a previous transmission, the channel prediction of a subsequent transmission and one or more quality requirements, are used to determine the amount and type of resources, e.g. time, frequency and power resources, that are to be used for the subsequent transmission. The resource allocation can for example comprise power allocation and/or link adaptation and the invention enables an advantageous implementation with cooperative link-adaptation and power allocation. The proposed method is useful in connection with ARQ/HARQ retransmissions.

A method and apparatus provides for control of the quality of service for service groups by controlling the power of each service group. The carrier-to-interference requirements for which each service group achieves its minimum acceptable link quality is determined. The difference in carrier-to-interference requirements due to different requirements of fractions of satisfied users is compensated for. The invention relates to a method of performing handover in a mobile radio system. The mobile radio system performs quality measurements on signals transmitted (300) between a mobile terminal and predetermined radio base stations. Handover is performed (301, 302, 303) when some of the measured signal strengths exceeds the signal strength for the radio base station to which the mobile terminal for the moment is set up, added to a handover value. The handover value is dependent on measured signal strengths and neighboring cell relation values. The neighboring cell relation values depend on a probability for handover to be performed from one radio base station to another radio base station in the mobile radio system.
