Abstract: A vehicle seatbelt assembly includes a first member, a second member, a buckle mechanism, and a clutch mechanism. The first member is configured to attach to one of a vehicle floor structure and a seat structure. The second member is supported on the first member. The second member is configured for limited sliding movement relative to the first member. The buckle mechanism is attached to the second member for movement therewith. The buckle mechanism has a latch device configured to releaseably retain a seatbelt latch tongue member. The clutch mechanism is disposed between the first member and the second member and is operable to switch between a dis-engaged state and an engaged state. In the dis-engaged state, the clutch mechanism allows movement of the second member relative to the first member. In the engaged state, the clutch mechanism prevents movement of the second member relative to the first member.

Abstract: Disclosed is a movable seat for use in a law enforcement vehicle. The vehicle seat may include a seat comprising a seat back and a seat bottom. A track system is coupled to the seat and to a vehicle mount. At least one restraint is also coupled to the seat. The at least one restraint may be a four point harness. An opening is also formed in the seat back in order to receive the restrained hands of an uncooperative passenger. The seat may move along the track system, allowing the seat to move completely out of the vehicle thereby allowing a passenger to be safely restrained in the seat while still outside the vehicle. The seat is moved back into the vehicle along the track system.

Abstract: A supplemental restraint system that is mountable to the frame of a stationary structure, such as a police station or other building, to secure a prisoner in a seated position. The supplemental restraint system includes a restraint bar that is pivotally supported on the mounting plate for movement between a raised inoperative position and a lowered operative position. A locking mechanism secures the restraint bar in any selected lowered position and includes an actuation lever for selectively releasing the locking mechanism to permit the restraint bar to be raised for release of the prisoner. A spring mechanism biases the restraint bar toward a raised position so that the restraint bar can be moved upwardly while the police officer is outside of the police vehicle. Mounting plates can be utilized to secure the supplemental restraint system to the floor structure and an adjacent wall structure.

Abstract: An apparatus and for restraining occupants of a vehicle is disclosed, the apparatus having a rigid member configured to restrain an upper or lower body portion of an individual located in the vehicle. The individual moves within a range of motion that is represented by an area of movement. The rigid member is capable of movement between a stowed position and a deployed position. The upper body portion or the lower body portion is restrained by the rigid member only in the deployed position. A locking mechanism for locking the rigid member in the stowed position and the deployed position is provided. A release mechanism activates the locking mechanism. The release mechanism is located at a predetermined distance from the locking mechanism such that the release mechanism is located outside of the area of movement.

Abstract: An alarm device which automatically activates a patrol car horn, siren, emergency lights, and/or voice annunciator on a public address loud speaker upon the unauthorized release of a seat belt by a detainee. A relay and control switch are installed in conjunction with the existing seat belt switch circuit underneath a patrol car seat such that they are undetectable by an occupant. After the seat belt is engaged by an officer, the officer may activate a control switch to arm the alarm. Subsequently, if the detainee releases the seat belt, the relay is activated which provides power to the patrol car horn, siren, or lights. This not only warns the officer, who may be outside and far away from the patrol car, but also may startle the would-be escapee. The alarm may be employed in a front passenger seat, as well as in either rear passenger seat.
