Formulating the hair formulation recipe includes using a processor of the hair formulation system that is operatively connected to the user input device to formulate the hair formulation recipe based upon the first and the second input sets. The predicted hair color is based upon at least one present hair state inputs and the target hair state input.

The second layer is comprised of a light reflective material and the second layer is infused with a fluid emulsifier. The hair treatment method of the invention treats hair by: exposing a surface of the fiber structure member (5) of the hair treatment tool (1); and bringing the fiber structure member (5) into contact with hair, and in this state, moving the fiber structure member (5) in a direction of orientation of the hair.
