The method further includes initiating a timer for a specified time period when the broadcast request message is transmitted and receiving at least one response message from the at least one interface module via the source PoA prior to expiration of the timer, wherein the response message indicates that the at least one interface module supports at least one of the homogeneous and the heterogeneous network handover module and the capability of the at least one of the homogeneous and the heterogeneous network handover module.
