    Abstract: An electronic device is provided. The electronic device includes a memory and a processor operatively connected to the memory, wherein the processor may obtain a maximum allowable bit rate of the electronic device, determine a maximum quantization value for encoding an image composed of at least one frame, obtain a first bitrate by encoding a first frame set of the image with a quantization value equal to or less than the maximum quantization value, increase the maximum quantization value in response to the obtained first bitrate exceeding the maximum allowable bitrate, decrease the maximum quantization value in response to the obtained first bitrate being less than or equal to the maximum allowable bitrate, obtain a second bitrate by encoding a second frame set subsequent to the first frame set of the image based on the increased or decreased maximum quantization value, increase the maximum quantization value in response to the obtained second bitrate exceeding the maximum allowable bitrate, and decrease the maximum quantization value in response to the obtained second bitrate being less than or equal to the maximum allowable bitrate.

    Abstract: A system and method for random access procedures in a non-terrestrial network. In some embodiments, the method includes calculating, by a user equipment (UE), a timing advance based on location information of the UE and on an ephemeris of a non-terrestrial network node. The method may further include randomly selecting a random value from a plurality of values, and sending, at a transmission time, by the UE, to the non-terrestrial network node, a random access (RA) message, which may include a signature. The transmission time may differ from a nominal transmission time by an amount based on the random value, the nominal transmission time being based on the timing advance, or the signature may differ from a nominal signature by a cyclic shift based on the random value.

    Abstract: A method and an apparatus are provided for providing a dolly zoom effect by an electronic device. A first image with a first depth map and a second image with a second depth map are obtained. A first synthesized image and a corresponding first synthesized depth map are generated using the first image and the first depth map respectively. A second synthesized image and a corresponding second synthesized depth map are generated using the second image and the second depth map respectively. A fused image is generated from the first synthesized image and the second synthesized image. A fused depth map is generated from the first synthesized depth map and the second synthesized depth map. A final synthesized image is generated based on processing the fused image and the fused depth map.
