The visible light communication apparatus includes an illuminator for generation of the illumination light, the illuminator including a plurality of light sources with luminescence center wavelengths on mutually different visible regions; a communication amount adjuster for receipt of the plurality of communication data signals, and generation of each dummy data so that data to be transmitted through each of the plurality of LEDs has an equal communication amount; and a modulator for receipt of the plurality of communication data signals and their corresponding dummy data, and modulation of the received communication data signals and their corresponding received dummy data into driving signals for a plurality of LEDs configured as a light source.

The VLC terminal receives a beacon message from a base station, coordinates time synchronization with the base station, searches for an available wavelength channel, constructs available wavelength channel information, and transmits an initial access request using a basic time slot channel and a basic wavelength channel. The base station considers the available wavelength channel information and a current channel allocation condition, allocates an appropriate channel, and transmits channel allocation information to the VLC terminal. The VLC terminal and the base station communicate data with each other using an allocated time slot channel included in the channel allocation information and an allocated wavelength channel included in the channel allocation information.

Two or more light sources transmit data received from one or more VLC terminals located in its service area to a communication control device, and transmits data received from the communication control device to the one or more VLC terminals. The communication control device determines and groups at least one of the two or more light sources to be included in a cell according to a generated user service, maps the grouped at least one light source to the cell, allocates a time slot used to provide the user service to the cell, transmits data associated with the user service to at least one of the one or more VLC terminals through the at least one light source mapped to the cell using the allocated time slot, detects a location of the at least one VLC terminal located in a service area of the cell on a real-time basis, and remaps the cell according to the detected location.

The method and apparatus can determine a mutual time difference of signals transmitted from base stations even when the signals are blocked by a certain object and can improve the determination accuracy of the mutual time difference of base station signals.
