Abstract: This application provides a failure processing method, a handover method, a terminal device, and a network device, to provide a manner in which a terminal receives an RRC configuration of a secondary network device and feeds back an RRC configuration failure. The method includes: directly receiving, by a terminal device, a first RRC configuration of a secondary network device from the secondary network device; and when the first RRC configuration fails, sending, by the terminal device, first indication information to a primary network device to indicate that the first RRC configuration fails. In addition, when the first RRC configuration fails, the terminal reports one piece of first indication information to the primary network device to indicate that the first RRC configuration fails.

Abstract: Embodiments of this application provide a configuration method and apparatus. When indicating, by using an RRC connection release message, a terminal to enter an inactive state from a connected state, a network device may include, in the RRC connection release message, a configuration parameter allocated to the terminal in the inactive state. That is, the terminal receives the radio resource control RRC connection release message sent by the network device, where the RRC connection release message includes first information used to indicate a target configuration parameter. In this way, the terminal may enter the inactive state based on the RRC connection release message, and determine a context parameter of the inactive state based on the first information, so that the configuration parameter is properly allocated to the terminal in the inactive state.

Abstract: Example communications methods and systems are described. One example communications system includes a base station supporting connectivity to a core network of the first communications standard and a core network of the second communications standard. One example method includes that a terminal receives information broadcast by the base station. The information includes a first and a second area identities. When the terminal enters a cell served by the base station from a cell of the second communications standard and when the second area identity does not belong to a current area list of the terminal, the terminal initiates an area update to the core network of the second communications standard. The base station broadcasts the area identities of the two communications standards.
