Abstract: A system and method for allocating network resources are disclosed herein. In one embodiment, the system and method are configured to perform: receiving, by a Polar code encoder, a plurality of information bits; encoding, by the Polar code encoder, the plurality of information bits using a construction sequence to generate a plurality of encoded information bits, wherein the construction sequence comprising a plurality of construction sequence indexes, wherein the encoding comprises placing the plurality of information bits on respective indexes according to at least one of a plurality of subsets of the construction sequence indexes; and outputting the plurality of encoded information bits.
