Abstract: A first base station receives, from a second base station, a first message comprising a context of a wireless device. The first base station sends a radio resource control (RRC) message to the wireless device. The first base station determines that reception of the RRC message by the wireless device has failed. The first base station sends, to the second base station and based on the determining, a second message indicating that a connection setup with the wireless device has failed.

Abstract: A wireless device receives, while in a radio resource control (RRC) connected state, via a first cell, one or more messages. The one or more messages comprise a conditional cell configuration of a second cell, an indication to allow the wireless device to apply the conditional cell configuration in an RRC inactive state, and a suspend configuration for the RRC inactive state. The wireless device transitions, based on the suspend configuration, to the RRC inactive state. The wireless device applies, in the RRC inactive state, the conditional cell configuration. The applying is based on determining to transition, via the second cell, to an RRC connected state, and the indication to allow the wireless device to apply the conditional cell configuration in the RRC inactive state.

Abstract: A wireless device receives, from a base station, a radio resource control (RRC) reconfiguration message comprising a first logical channel configuration for transmission of data of a first logical channel in an RRC connected state. The wireless device receives, from the base station, an RRC release message comprising a second logical channel configuration for transmission of data of a second logical channel in an RRC inactive state or an RRC idle state, wherein the second logical channel configuration comprises an allowed configured grant list indicating that the data of the second logical channel is mapped to a configured grant configuration, of a configured grant, for transmission in the RRC inactive state or the RRC idle state. The wireless device transmits, while in the RRC inactive state or the RRC idle state, to the base station, the data of the second logical channel.

Abstract: A base station distributed unit sends, to a base station central unit, configuration parameters of at least one periodic radio resource for packet transmissions of a wireless device in a radio resource control, RRC, inactive or RRC idle state. The base station distributed unit maintains, in the RRC inactive or RRC idle state of the wireless device, the configuration parameters of the at least one periodic radio resource. The base station distributed unit receives, from the wireless device in the RRC inactive or RRC idle state, one or more transport blocks via the at least one periodic radio resource.

The first wireless device transmits, to the second wireless device, transport blocks via the sidelink bearer based on the resource allocation mode 2.

Abstract: In some embodiments, a wireless device receives a radio resource control (RRC) release message including an identifier of a first synchronization signal block (SSB) among a plurality of SSBs and one or more resource parameters of an uplink resource, corresponding to the first SSB, for use in an RRC inactive state. The wireless device transmits a transport block via the uplink resource, based on determining that the uplink resource is valid for use in the RRC inactive state. The wireless device determines that the uplink resource is valid based on a beam measurement value of the first SSB being higher than or equal to a first threshold.

Abstract: A method performed by a wireless device can include receiving, from a master base station associated with a master cell group, a radio resource control (RRC) reconfiguration message. The RRC message can include a configuration parameter of a secondary cell group (SCG) and a plurality of counters and can indicate that the plurality of counters is for subsequent cell group change. The method can also include transmitting, to the secondary base station and based on applying the configuration parameter of the SCG, a first RRC reconfiguration complete message using a first security key derived based on a first counter of the plurality of counters. The method can further include transmitting, to the secondary base station and based on applying the configuration parameter of the SCG, a second RRC reconfiguration complete message using a second security key derived based on a second counter of the plurality of counters.
