    Abstract: A wireless device receives, while in a radio resource control (RRC) connected state, via a first cell, one or more messages. The one or more messages comprise a conditional cell configuration of a second cell, an indication to allow the wireless device to apply the conditional cell configuration in an RRC inactive state, and a suspend configuration for the RRC inactive state. The wireless device transitions, based on the suspend configuration, to the RRC inactive state. The wireless device applies, in the RRC inactive state, the conditional cell configuration. The applying is based on determining to transition, via the second cell, to an RRC connected state, and the indication to allow the wireless device to apply the conditional cell configuration in the RRC inactive state.

    Abstract: In some embodiments, a wireless device receives a radio resource control (RRC) release message including an identifier of a first synchronization signal block (SSB) among a plurality of SSBs and one or more resource parameters of an uplink resource, corresponding to the first SSB, for use in an RRC inactive state. The wireless device transmits a transport block via the uplink resource, based on determining that the uplink resource is valid for use in the RRC inactive state.     Abstract: A method performed by a wireless device can include receiving, from a master base station associated with a master cell group, a radio resource control (RRC) reconfiguration message. The RRC message can include a configuration parameter of a secondary cell group (SCG) and a plurality of counters and can indicate that the plurality of counters is for subsequent cell group change. The method can also include transmitting, to the secondary base station and based on applying the configuration parameter of the SCG, a first RRC reconfiguration complete message using a first security key derived based on a first counter of the plurality of counters. The method can further include transmitting, to the secondary base station and based on applying the configuration parameter of the SCG, a second RRC reconfiguration complete message using a second security key derived based on a second counter of the plurality of counters.
