A setting information managing unit stores results of the arrangement of component images on the setting screen in an internal memory when a content creator has completed arranging the locations of the component images in a virtual screen region on the setting screen. A mode switching processing unit switches the setting screen according to a screen mode representing a mode to be set out of the mode variations that can be adopted by a display of a device executing content. A setting file generator generates a UI screen setting file, of a predetermined format, which contains setting information shared among a plurality of screen modes and setting information set individually for each display mode.
