    摘要: An apparatus for inhibiting the formation of tropical cyclones, comprising an elongated rigid tube through which cooler water is pumped from below to the near-ocean surface, thereby depriving incipient tropical cyclones of the heat energy they require for further development. The tube contains a pump comprising a fixed flap valve and a movable flap valve. The movable flap valve is attached to a drive disk encircling the tube at a depth where ambient waters have little vertical motion. The wave-driven vertical motion of the elongated tube causes the movable flap valve to oscillate with respect to the fixed flap valve, thereby pumping seawater upward onto the near-ocean surface. The apparatus also can navigate to alternative locations by means of a propulsion/steering system, and it can submerge to a safe depth to avoid oncoming vessels and potentially damaging seas. A fleet of apparatuses is required to provide the necessary cooling effect.

    摘要: A system for mitigating the effects of an unexpected explosion against a surface is described and claimed. This invention comprises at least one containment vessel containing explosive material fitted with a detonator; and at least one sensing device that can ignite the detonator; or, in another embodiment, a computer interposed between sensing devices and a plurality of detonators to optimize the response. Because transient voltages from a high-voltage firing system can accidentally ignite the detonators, a safety switch driven by an EBW detonator is interposed between the firing system and the counter-explosive devices. The explosive force generated by the current invention attenuates the shockwave and deflects the shrapnel from the unexpected explosion. In various embodiments, this counter-explosive device can be adapted to protect a multiplicity of surface types including exterior vehicle surfaces, building facades, bridges, embassies and military checkpoints and guard stations.

During treatment and recovery, a patient periodically takes a survey to report the current intensity of the signs and symptoms caused by his/her medical condition. The patient also assigns a weight to each sign/symptom, indicating the relative intensity of his/her desire to eliminate it. The product of the intensity of a sign or symptom and its corresponding weight measures the diminishment of quality of life. An outcomes measure, measurable in quality-adjusted life-years, compares a patient's predicted recovery, which is rendered by an independent source at the time the patient's diagnosis is determined, with the patient's actual recovery. Outcomes measures for a provider's patients with a given medical condition and with similar predicted recoveries are combined to produce an unbiased, risk-adjusted outcomes index that can be compared with that of other providers.
