摘要： A system and method that overrides the initial destination number of an SMS message based on the destination number in the message itself. The communications device, a serving MSC or STP checks the destination address and overwrites the default SMSC address with a local special number service center address when it detects a special number destination address recognized anywhere in the world (e.g., 9-1-1, 1-1-2, 1-1-0, etc.). The message is then delivered to a local special number service center. The special number service center then delivers the message to an answering point, which then communicates with the caller.

摘要： A system for effecting wireless emergency service communication using text messaging includes: (a) at least one network configured for treating received text messaging; each respective network identifying emergency service text communications among the received text messaging; (b) at least one request distributing unit coupled with the at least one network for receiving the emergency service text communications; and (c) at least one emergency service network coupled with the at least one request distributing unit. Each received emergency service text communication is evaluated by at least one of a network and a request distributing unit to ascertain a communication originating locus relating to each received emergency service text communication. Each received emergency service text communication is distributed within the at least one emergency service network by at least one request distributing unit according to the respective communication originating locus.

At least one selected message handling unit operates to recognize an extant call placed using a special number from the calling instrument in a first the text messaging format. The message handling units cooperate to effect conveying a response communication to the calling instrument when the extant call is detected. The response communication alerts a user of the calling instrument to a return communication conveyed via a return communication channel supporting at least one locating function. The calling instrument employs the locating function to provide a substantially pinpoint geographic location of the calling instrument to at least one receiving message handling unit via the return communication channel.

An operator at the ACN call center is presented with an identification of a public safety answering point (PSAP) that serves the location of the vehicle. The ACN operator may then conference in the PSAP if needed. The provided information is displayed at both the ACN operator's position and at the PSAP. Alternatively, the call is routed to the PSAP first or to both the PSAP and the ACN call center simultaneously.

Additionally, and importantly, the system uses the dialed emergency services number as an initial indication that the caller may need a translator, an emergency services operator that has language skills associated with the country or countries where the emergency dialing code is used, or both. The interactive emergency language system interactively determines the preferred language of the caller and causes the call to be routed to a public safety answering point position that has the appropriate language skills. If the language cannot be determined or there is no local support for the selected language, then the call is bridged to a translation agency and the call is routed to the PSAP that serves the geographic location of the caller.
