Abstract: A method and a device for downlink data transmission are provided. The method includes: in the case that a network side has downlink data needing to be sent to a terminal in an inactive connection state, sending, to the terminal, by one or more access devices, an indication message carrying an inactive connection state terminal identification of the terminal; and receiving, by the one or more access devices, an uplink feedback initiated by the terminal based on the indication message. The terminal in the Inactive state may perform a fast downlink data transmission.
