Abstract: Described herein are whitening compositions comprising a substantially anhydrous or non-aqueous oral care composition comprising: a peroxide source comprising hydrogen peroxide bound to cross-linked polyvinylpyrrolidone (cPVP) in the amount effective to provide from 0.01% to 5.5% of hydrogen peroxide, by weight of the composition; a hydrophobic component comprising a silicone polymer; sodium tripolyphosphate; and optionally a dental surface adhesion enhancing agent. Methods of making and using these compositions are also described herein.
