Abstract: Disclosed herein are a method and apparatus for image encoding and image decoding using region segmentation. A picture is divided into multiple sub-pictures, and encoding and/or decoding are performed on the multiple sub-pictures resulting from division. Encoding operations and/or decoding operations on the sub-pictures may be independently performed. Merging and filtering are applied to reconstructed sub-pictures generated by decoding, and a reconstructed picture is generated after processing of merging and filtering.

Abstract: Disclosed herein are a method for compressing a point cloud based on global motion prediction and compensation and an apparatus for the same. The method includes receiving 3D point cloud data configured with point cloud frames that represent continuous global motion; dividing the point cloud data into point cloud data segments using a histogram generated based on the Z-axis of the point cloud data; performing a global motion search based on an occupancy map for each of the point cloud data segments; and performing motion compression for the point cloud data based on the result of the global motion search performed for each of the point cloud data segments.

Abstract: Disclosed herein are a vehicle emergency notification method and apparatus using interaction with an external terminal. Some of functions of a conventional vehicle emergency notification apparatus are performed by a replaceable or detachable external terminal. The apparatus may provide notification of a vehicle emergency via interaction with the external terminal. The external terminal generates a Minimum Set of Data (MSD) related to an accident involving the vehicle. A proxy Public Safety Answering Point (PSAP) receives the MSD from the external terminal. The PSAP finally determines whether an accident involving the vehicle has occurred via interaction with a proxy PSAP FE and interaction with a vehicle occupant, and requests dispatch from an emergency agency if it is finally determined that the accident involving the vehicle has occurred.

A target block may be geometrically partitioned, and multiple partitioned regions may be generated from geometric partitioning. Each partitioned region may have a non-square and a non-rectangular shape. Different prediction schemes may be applied to different partitioned regions.
