Embodiments provide a load balancing method and device. The method includes acquiring, by a first device, a load status of an MVNO that shares mobility management network elements. The method also includes performing, by the first device, load balancing among the mobility management network elements according to the load status of the MVNO. According to the embodiments herein, load balancing can be implemented when an MVNO and an MNO share a network resource.

Embodiments of the present application provide a method for a handover without a default bearer. A first network device sends a relocation request to a second network device. The second network device establishes a connection to a third network device indicated by the relocation request, and sends a response to the first network device and indicates that data is to be sent by using a signaling plane. Then the first network device instructs a source network device to forward the data to a target network device according to a forwarding mode indicated by a handover command. Alternatively, after the second network device establishes the connection to the third network device indicated by the relocation request, the third network device caches data, and after a handover of user equipment is completed, the third network device sends the cached data to the second network device.

A data service processing method in a roaming scenario includes: acquiring information about a roaming service provider selected by a subscriber, where the acquired information includes an identifier of the roaming service provider; selecting a gateway according to the acquired information about the roaming service provider; and performing data service processing by using the gateway. In addition, a corresponding network side device and a corresponding communications system are further provided.

Embodiments of the present invention relate to the field of communications, and provide a data transmission method, apparatus and system. The method includes: detecting whether data transmitted in a received GTP-U data packet is data of a predetermined type; if a result of the detection is that data transmitted in the GTP-U data packet is data of a predetermined type, decapsulating the GTP-U data packet, to obtain the data of the predetermined type and a destination address of the data of the predetermined type; and sending the data of the predetermined type and the destination address to a message gateway, so that the message gateway forwards the data of the predetermined type according to the destination address. A gateway includes: a detection module, a decapsulation module, and a sending module. A message gateway includes: a receiving module and a forwarding module.
