Abstract: Embodiments of this application provide a communication method and apparatus. The communication method includes: A terminal device receives first information from a first network device, where the first information includes information about a moving cell in which the terminal device is located, the moving cell is a cell covered in a movement process of a second network device, and the second network device communicates with the first network device over a non-terrestrial network NTN; and the terminal device determines, based on the first information, whether to perform neighboring cell measurement, where a neighboring cell is a neighboring cell of the moving cell.
