    Abstract: This application provides an inter-frequency measurement resource and/or time determining method and an apparatus. When a length of each idle time domain resource is greater than or equal to a first threshold, or when a cycle of discontinuous reception configured by a network device is greater than or equal to a second threshold, a terminal device uses a part of the idle time domain resource as a first resource that is in the idle time domain resource and that can be used to perform inter-frequency measurement. The terminal device determines, based on the first resource in each idle time domain resource, a resource and/or time used to perform the inter-frequency measurement.
