A method, device and system for implementing optimized inter-RAT handover are disclosed. In the method, a user equipment or a source network decides to prepare for a handover to a target network. A corresponding target network ID is obtained from a configured mapping between cell IDs and target IDs according to a received cell ID. Target network bearers are set up after determining an access node of the target network. The user equipment is connected to the target network after handover preparation is complete.

Embodiments of this application disclose a communication method and a communications apparatus. A source base station instructs a terminal to hand over from the source base station to a target base station, and sends, to the terminal, configuration information of a second connection required for communication between the terminal and the target base station. The terminal maintains a first connection for communication with the source base station, and establishes the second connection for communication with the target base station based on the configuration information of the second connection. The solutions in the embodiments of this application reduces latency in a handover process.

In one aspect, an information exchange method includes establishing a link setup between a centralized unit-control plane (CU-CP) and a centralized unit-user plane (CU-UP) by at least one of sending a first link setup request to the CU-UP using an address of the CU-UP and receiving a first link setup response returned by the CU-UP; or receiving a second link setup request sent by the CU-UP based on an address of the CU-CP and returning a second link setup response to the CU-UP based on the second link setup request. The first and second link setup requests each carry at least one of an identifier of the CU-UP or a name of the CU-UP. The first and second link setup responses each carry at least one of an identifier of the CU-CP or a name of the CU-CP.
