Embodiments of the present invention disclose a systematic code decoding method and an apparatus. The method includes: extracting a non-erased original packet from an acquired encoded packet that has passed through an erasure channel; and then by using the erased original packet as an unknown variable, obtaining an erased original packet by parsing according to a first equation. Because a quantity F of erased original packets is far less than a total quantity K of original packets, a dimension of the first equation that includes F unknown variables is far lower than a dimension of an equation indicating a correspondence between an encoded packet and an intermediate packet. An operation amount required for parsing the relatively low-dimensional first equation is far smaller, thereby greatly reducing an operation amount required for decoding.

Embodiments of the present invention disclose a data transmission method, including: acquiring data of a small data packet service; performing encoding processing on the data in a predefined encoding processing manner, where the predefined encoding processing manner is different from an encoding processing manner of a physical downlink control channel or an enhanced physical downlink control channel; mapping the data after the encoding processing to a small data packet physical channel; transmitting the data to a user terminal over the small data packet physical channel; where the small data packet physical channel includes: any channel of the physical downlink control channel, the enhanced physical downlink control channel, and a preset small data packet physical downlink control channel.
Abstract:
A wireless communications method, apparatus, and system including a terminal is provided. The terminal sets up a connection to a first base station, and stays in always connected mode. When the terminal moves in a dense network, handovers of the first base station can be reduced. Further, when the terminal moves in the dense network, frequent signaling interaction is reduced, paging load in the entire network is reduced, and an end-to-end delay in service setup and transmission is reduced.

The method includes: generating a scrambling sequence corresponding to a control channel element according to an index number of the control channel element and/or a modulation mode used by the control channel element; performing scrambling on physical downlink control channel data by using the scrambling sequence; and sending the scrambled physical downlink control channel data to a user equipment.
