    Abstract: In one implementation, KLT transform matrices are derived during the encoding or decoding process. In particular, the KLT transform matrices can be derived for either the primary transforming stage or the secondary transforming stage, or both. Because the KLT transform matrices can be derived at both the encoder and decoder sides, the KLT transform matrices do not need to be signaled in the bitstream. To derive the KLT transform matrix for a current block to be encoded or decoded, a template for the current block is defined, and is used to search in reconstructed regions multiple blocks with templates similar to the current template. Those multiple blocks are used to train the KLT transform matrix.

    Abstract: Systems, methods, and instrumentalities are disclosed herein for the field of video compression. Examples herein aim at improving compression efficiency compared to existing video compression systems. In examples, a video coding device may identify a reference picture of a block (e.g., a current block). The reference picture may include a number of regions divided by a boundary. A motion compensated block associated with the current block) in the reference picture may be identified. Whether to use an inter prediction coding tool based on a position of the motion compensated block relative to the block is determined. The current block may be coded based on the determination of whether to use the inter prediction coding tool. For example, the number of regions may include a first region defining a clean area and a second region defining a dirty area in Gradual Decoding Refresh (GDR).

    Abstract: Systems, methods, and instrumentalities are disclosed for most probable mode (MPM) list generation with template-based intra mode derivation (TIMD). An example method involves determining an intra coding mode derivation process is enabled for a first coding block; based on the intra coding mode derivation process being enabled for the first coding block, generating a first MPM list for the first coding block based on a first MPM list generation process; decoding the first coding block based on the first MPM list; determining that the intra coding mode derivation process is disabled for a second coding block; based on the intra coding mode derivation process being disabled for the second coding block, generating a second MPM list for the second coding block based on a second MPM list generation process, different from the first MPM list generation process; and decoding the second coding block based on the second MPM list.

It may be determined whether an indication of transform unit (TU) transform information associated with the coding block is to be parsed based on a TU size of the transform tree node. Inverse transformation associated with the coding block may be performed based on the determination. A second device may be configured to determine a TU split for a coding unit based on depth information and perform transformation on the coding unit based on the determination. A third device may determine whether to include an indication of TU transform information in video data based on a TU size of coding block and may perform transformation associated with the coding block based on the determination.

    Abstract: A video coding system handling at least a block of at least an image of a video comprises an encoding process and decoding process respectively providing or using signaling information related to the video, wherein the signaling information comprises at least an information representative of the presence of chroma offset values, wherein when chroma is present and does not use separate color planes, the information representative of the presence of chroma offset values is set and the signaling information further comprises information representative of a chroma offsets values and wherein when chroma is not present or uses separate color planes, the information representative of the presence of chroma offset values is reset and no information representative of a chroma offsets values is further signaled.
