The present invention relates to a scalable video coding method and apparatus using inter prediction mode. A decoding method includes determining motion information prediction mode on a target decoding block of an enhancement layer, predicting motion information on the target decoding block of the enhancement layer using motion information on the neighboring blocks of the enhancement layer, if the determined motion information prediction mode is a first mode, and predicting the motion information on the target decoding block of the enhancement layer using motion information on a corresponding block of a reference layer, if the determined motion information prediction mode is a second mode.

A decoding method includes configuring a maximum probability mode set for predicting an intra prediction mode for a target decoding block of an enhancement layer so that the maximum probability mode set includes an intra prediction mode for a corresponding block of a reference layer and restoring the target decoding block of the enhancement layer using any one of intra prediction modes included in the maximum probability mode set.

An apparatus and a method for decoding an image are disclosed. More specifically, the apparatus for decoding an image comprises a template matching prediction unit for determining whether to generate a template-matching-based prediction signal for a current CU by using flag information for indicating whether the current CU is encoded in a template-matching-based prediction mode, wherein the flag information is used when a size of the current CU satisfies a range condition for the minimum size and the maximum size of the CU to be encoded in the prediction mode.
