Abstract: A dispersion of cerium oxide according to an embodiment of the present disclosures shows excellent effects of enhancing the skin barrier, skin moisturizing and/or blocking fine dust, and a cosmetic composition comprising same. The dispersion of cerium oxide may be a combination of cerium oxide and a specific dispersion medium and as such, can exhibit effects of moisturizing the skin and blocking fine dust while strengthening the skin barrier, and a cosmetic composition comprising the dispersion of cerium oxide as an active ingredient.
