A memory unit stores selling electricity income data; profit data from the selling electricity, electricity generation cost at power plant, domestic carrying-in cost from the discharge at a discharge port to the carrying-in the power plant, importation cost from the shipping port of the producing country to the discharge port, and producing country carrying-out cost data from exploitation of the fuel through an oil refinery to the carrying-out to the discharge port. A calculation unit calculates a netback whole value of the fuel by subtracting an amount of profit data and an amount of electricity generation cost from an amount of the selling electricity income data.
